Follow the pipes to a high elevated bridge.Drop down into a workshop, go down the hatch, and collect the misplaced Rune (3/7). Blink up to the pipes and follow them to the right. Blink up and go left until you see pipes running along the wall. Follow the tunnel to the end, ignoring the labor dispute above you.From here you can enter the slaughterhouse Attract the rats toward you, then blink behind them, get the Bone Charm (2/4), and sprint away. Climb up into the sewer gate that the lever has opened.Pull the lever and quickly blink down into the sea. Blink down to the sewer access lever next to the now-inactive arc pylon. Go back across the yard and on top of the workshop roof.You may have to choke the officer, but it is usually not needed. Climb back up to the guardhouse and loot the safe.Meet the man on boat who informs you of Abigail Ames. Optional: Go left and blink onto the dead whale.Speak to the laborers to ensure that you get the accomplishment. Drop down to the yard below and open the laborer lockup, making sure to avoid the butcher who's talking to them. Disable the wall of light by pulling out the whale oil tank. Go back across the yard and to the guard house where the safe is.From the roof of the guard barracks, blink up to the next building atop the main entrance.In the next building over, the guard barracks, get the Laborer Lockup Key and some loot.If you don't want to hurry, just choke the butcher and hide his body on the roof (make sure it doesn't slide down). As soon as the butcher turns away, blink down, shoplift the Pylon Key from him, turn around, unlock the whale oil tank that powers the arc pylon, take out the tank, and quickly blink back up to the roof. Use your sword to break the wooden planks hiding the Safe Code (which is randomly generated each time). Blink to the large tanks and then on the roof of the workshop below. Go through the window onto the guardhouse roof.Read Granny Rags' Recipe and put down the weeper. Blink or climb back up, take the covered bridge across to the next building, and jump on to the topmost platform.You may have to choke the butcher who's taking a leak. Go downstairs and collect the Bone Charm (1/4). Drop down to the bridge leading to the next building.Go upstairs and out the window onto the roof, looting as you go and taking care to avoid patrols. Peek around the corner and blink behind the guard. At the start, go right on the vent shaft.Choose your own upgrades, but save money. Get Agility I right away with the first Rune (1/7) you receive from Billie: it's invaluable in this level. Among the items, get at least one chokedust. Among the Favors, get the rune and the safe code.
